Often when i'm reviewing edits/adds/removes, there will be multiple per person/family. I'll find a mistake, fix it, then save it. Doing so "approves" all of the other edits before I have had a chance to review them. Granted, the work around is to simply review all the changes, mark down which ones to fix, then fix them. But it would seem more fluid, if saving 1 edit wouldn't approve all of the edits.

Since each edit applies to the previous version, then accepting a change needs to accept the previous changes.

If there are 5 changes on a record, and you accept 3, then you must also accept 1 and 2.

Similarly, if you reject a change, you must reject the changes that happened afterwards.

This is all a consequence of the fact that webtrees stores data at the level of records - rather than facts and events.
