Install the software on your webserver.
It will take you to a page where you can (a) create a new family tree and (b) upload a GEDCOM file.

> How do I get all this in Swedish ?

Every page has a "Language" menu at the top.
webtrees is 100% translated into Swedish.

webtrees is not a "desktop" program that runs on your computer.

It runs on a webserver and you access it as a website.

You will first need to get a webserver. Your internet service provider may offer one.

Your webserver will need to have "MySQL" and "PHP" installed.

Unzip the files from webtrees.zip

Copy the files to the webhosting.

Visit the website in a browser.

Do you need a web hosting solution for your webtrees site?
If you prefer a host that specialises in webtrees, the following page lists some suppliers able to provide one for you:

I think so yes.

BTW you CAN run webtrees without web hosting on your own computer with for example XAMPP.
Since the current release of webtrees won't fully work on PHP7.1 you need the 7.0 installer from here:
www.apachefriends.org/download.html
After installation you need to unzip webtrees into its own subfolder of the htdocs subfolder where you installed xampp.
Then when XAMPP is running, you can access webtrees in your browser.
stamboom.BertKoor.nl runs on webtrees v1.7.9

That is no problem.

MySQL and MariaDB are 99.99% the same.

webtrees can use both of them
