There are several procedures possible, depending upon the extent of your site's reach (amount of news, messages and users). If you wish to retain all that history and all the users, it will be necessary to use the existing SQL.
It is normally recommended you do a completely new installation at the new host, then use a SQL DB management tool (phpMyAdmin or Navicat or ...) to install the old SQL tables at the new location (from a SQL dump or backup). Normally, if you set no special access rules or URLs, your config.php.ini has the new SQL access information and the old SQL will work correctly for the new site. However, you can use a compare tool in a good text editor to examine the tables, but you probably don't need to do so.
