HTTPS and LOGIN_URL was created by jprause
On webtrees github the README.md says in section Hypertext Transfer Protocol Secure (HTTPS):

If your website is configured with optional https support, webtrees can be configured to switch to https at login. To enable https at login, set the Sign-in URL setting on the Control panel -> Website -> Sign-in and registration to your https login URL, which is often in the form url_to_your_server/data/admin.php

In webtrees 2.0 at Control panel -> Website -> Sign-in and registration there is no field for this entry.
How to set the login URL ?

This feature no longer exists. I will update the README.

Many years ago, HTTPS was slow. People would use it only for the login.

Today, you should use HTTPS for everything.
