I would like to be able to paste in latitude and longitude values in various formats copied from different sources.

At github.com/creof/geo-parser there is just under a thousand lines of open source PHP that handles a lot of formats. Could save webtrees users from having to convert. It does not support the GEDCOM 5.5.1 format, but since that is the format we want to store, it would be trivial to recognize it and not call geo-parser. Another format that it doesn't handle that I see often is
42 deg 17' 36.03" N, 75 deg 50' 11.24" W
but a simple
/ deg /┬░ /
would fix that. The parser can even handle pasting both lat/long into one field.

The lat/long input controls already have re-formatting functions built-in.

To request additional conversions, create a issue in github.
