Sometimes the upgrade process is painful due to the server. If there are few changes to the software, we can ignore the upgrade temporarily. If there are many changes, we can upgrade the version together.

I saw it. Can I upload only changed files every time I update?

Yes - but starting with 2.0, the changelog does not include changes in the /vendor folder.
