Many genealogy programs use note records exclusively, even if the note is used only once. According to the GEDCOM specification, notes which are used only once and without an IDENTIFIER_STRUCTURE should be stored as inline notes.

A data fix for this would be helpful, also in preparation for GEDCOM 7.0.
