That's the idea...

If you are still get blocked, then look at that table again. An extra row is created with your exact ip address and browsers user agent string. Update that row, set rule to allow. Then you should have full access again.

Couldn't I just update all "rule" to be "allow"?

I did:

DELETE FROM `wt_site_access_rule` WHERE 1=1;

Followed with:

INSERT IGNORE INTO `wt_site_access_rule` (user_agent_pattern, rule, comment) VALUES
('Mozilla/5.0 (%) Gecko/% %/%', 'allow', 'Gecko-based browsers'),
('Mozilla/5.0 (%) AppleWebKit/% (KHTML, like Gecko)%', 'allow', 'WebKit-based browsers'),
('Opera/% (%) Presto/% Version/%', 'allow', 'Presto-based browsers'),
('Mozilla/% (compatible; MSIE %', 'allow', 'Trident-based browsers'),
('Mozilla/5.0 % Konqueror/%', 'allow', 'Konqueror browser');

And it seems to be working just fine!

Though I'm not finding how to export a GEDCOM. I'm logged in as an administrator, I go to My Pages / Control Panel. I'm not seeing anything about exporting. What am I missing.

And now to upgrade to 2.0.... after I catch my breath ;-)

Yes

Probably. If it doesn't, take a look in this table for new entries.

Using these "user agent strings" is a very old technique, and isn't used in webtrees 2.0
Chrome has recently announced that it will stop sending them.

One more thing... If memory serves, when logged in as an administrator, on the landing page, there's an icon for Administrative Tools, on the top, with Family trees, Charts, Lists, etc. I'm not seeing that. I can't seem to find anything other than Control Panel, nor any way to export a GEDCOM.

What am I missing?

In Control Panel there is a top menu in the top line: Family Trees / Manage family trees. Then select your tree and choose GEDCOM/Export.
webtrees 2.0.9 (all available custom modules installed) @ ahnen.hartenthaler.eu/
and webtrees 1.7.17 (many custom modules) @ ahnen1.hartenthaler.eu/

Arg... sometimes my brain goes on vacation... Did not think "Manage family trees" would have GEDCOM.
