I don't think there's a way to do that.

There is a small problem with question. Individuals are not directly linked to places. Only facts and events are connected to them. So first you have to decide if you mean people born in those places, or married there, or died there etc.
Even ”lived there” (RESI tag) doesn't work because people move.

The place hierarchy already provides a list of individuals connected to a place, so it seems sensible to start with that.

Using these ids as an additional input for an adjusted 'getTopSurnames' function (webtrees 1.x), I think it would be rather straightforward to obtain a top surname list (or tagcloud) for a specific place. Or am I missing something here?

No, that is a list of events that were recorded in a given place, grouped and sorted by the individual connected to that event. Subtly, but IMHO importantly different. It means such an analysis would conflate people who were born there, with people who perhaps died there after living there for only a few weeks.

I didn’t say the idea couldn’t be made to work, only that the question needs to be more specific to be of any statistical value. A tag cloud of people born in a place would work, if that’s what is wanted, for example.

You are right. It would be straightforward to combine existing functions to create this feature.

The only complexity might be lower-levels in the hierarchy. i.e. to display "Surnames in England", you must also consider "Surnames in xxx, Engalnd", "Surnames in yyy, England", "Surnames in zzz, England", etc.

Is this feature useful for genealogy? Do people want this feature? I do not know.
