In the admin section I can't find a way to do this, is this possible or not

Thanks for the answer, but it is not what I'm searching for.

The page you mention has at the bottom the following text:

Show acceptable use agreement on “Request a new user account” page

to set this to "YES" visitors see a extra text, it is this text that I need to change

Line 409 of login.php contains the English text:
<?php echo I18N::translate('<div class="largeError">Notice:</div><div class="error">By completing and submitting this form, you agree:<ul><li>to protect the privacy of living individuals listed on our site;</li><li>and in the text box below, to explain to whom you are related, or to provide us with information on someone who should be listed on our website.</li></ul></div>'); ?>

You can override that text by using a custom translation: wiki.webtrees.net/en/Custom_Translation
My guess is that you have to use the full text string including html markup as "key" for the translation.
stamboom.BertKoor.nl runs on webtrees v1.7.9
