How to make a list of some fixed surnames while adding new individual or editing existing one, Editor should have to select a surname from drop down list.
The administrator has disabled public write access.

On my test site, when I fill a surname it comes with suggestions as soon as the first letter is typed.

I've built up my tree upwards from myself. With each added generation the number of different surnames roughly doubles.
When adding a father, the surname is by default the same as of the child.
When adding children, the surname is automatically determined already, depending on the configured name tradition.
So what's left is the surname of a mother. She gets the married surname of her partner. I don't see how a predefined list can help with her maiden name.

So I don't quite get what problem you try to solve.

Oh please NO!!
That would slow down webtrees VERY MUCH!!
I have more than 11000 surnames!!!!
The functionality that Bertkoor describes is FINE!!
