Is it possible to indicate an active hyperlink for an individual (in a note for example) ? Thanks for your reply.

Yes. I have one individual very similar to another unrelated person, so on his page @ www.adkins.ws/individual.php?pid=I10111 ...
I have a note under his birth event:

Important Note: Not to be confused with Daniel Northup, b. 1738, Rhode Island, son of Nicholas. See www.adkins.ws/individual.php?pid=I2341

... with the later link to the second individual of the same name. When you "mouse over" the link, it will change brightness to indicate an active link.

Thanks for your reply Thomas52. I see that for you the link is active but for me, the link appears in text mode with the html tag. See here dbweb.tk/wt/individual.php?pid=190I&ged=BD

Comment : The link is displayed in text mode and not in html mode.

How do you make a html view ?

I don't recall if this impacts that function, but I have under Control Panel > Manage Family Trees > Preferences > Text > Format Text and Notes: "None"
Otherwise I simply type the URL without any formatting. I have hundreds of such links, and never use any formatting, but simply type the URL in the notes.

That depends... Your notes can be rendered in two different modes: plain or Markdown. You can switch mode in the webtrees control panel under Family Trees - Manage - Preferences. At about two-thirds down the screen in section Text you can switch formatting between none and markdown.

In the plain rendering mode you can simply paste any raw URL in the notes, and it will become a clickable link.

In markdown mode you need to use the markdown formatting of a hyperlink :
This is [an example](http://example.com/) hyperlink.

Possibly he tweaked the file webtrees/app/Filter.php
You can change line 138 (in function expandUrls) to:
return '<a href="' . $m[0] . '" target="_blank">' . $m[0] . '</a>';

What's added here is target="_blank" which makes a link open in a new tab.
NB: the code used to be like that before it was changed on 13 Sep 2015 with the commit comment:

fisharebest wrote: Link targets are unfriendly on devices without windows


Note that this only has effect on the plain formatting. Markdown formatting of links is handled quite differently by a third-party library. So for this tweak to take effect you need to switch back to plain formatting instead of markdown.

NB: I've made a habit of always right-clicking any link and chose "open in new tab" anywhere on the web.
