Sicily was created by mlocati
While checking the Italian translation, I've seen that Sicily is included in the list of world countries (./includes/config_data.php => $countries).

Italy is divided in 20 Regioni , and Sicily is one of them. Is there a particular reason to include this Italian region in the list of the countries?

The list has many historic countries and territories. e.g. "Transylvania" and "British West Indies". IIRC, Sicily used to be an independent country.

It started as a list of "chapman codes", but was extended to include many other 3 letter codes.

The way we process places is in urgent need of an overhaul.

Well, this opens up a long series of discussions... Before there was the Regno di Sicilia (since about 1200) and the Regno di Napoli (since about 1100), after (in 1816) merged together in the Regno delle Due Sicilie (which is what webtrees means with Sicily). Furthermore, in the meantime, it existed the Repubblica di Venezia (about from 800 to 1800), the Regno di Sargegna and many many more (look at these maps to see the "Italy" as it was in the past). And the situation has varied a lot during the centuiries... Furthermore, between the World War I and II, the Istria too were part of Italy.
And finally a little note (among many others) about the Google Maps geocoding functions... I really don't think they will work fine with historical situations... I've tried to look for "Regno delle Due Sicilie" in Google Maps, and the only result was a restaurant ...

It is exactly for these reasons that Greg has devised a major rewrite to the PLAC concept, to handle changes of borders, mergers, takeovers, new names, etc, which are certainly not handled by the existing programming. However, these revisions are unlikely to be in place within the immediate (2-4 months) future and may well fall into next year.
