Question Question about adoption

at the age of 3, his father and mother died [Pierre A and Marie B].
he becomes a "ward of the nation" (France) (he officially loses ties with his grandparents)
at the age of 5, he is adopted by Jean C and Claire D, so his name becomes Paul C.
If he marries Léa D, they have a child jules C
what will the family tree show the branch of A and B and their ancestors, or the branch of C and D and their ancestors, or both branches?
How can I see genetic and/or adopted ancestors in the trees?
Should A, C and their descendants be included in SURN?
Same question with the Jules C fan-chart?
How can we keep a representation of the tree for him and his descendants following these events?
Does the fan-chart show ascendants in relation to birth or adoption?

The following is my opinion, you (and others) could see things differently!
Are you recording:
1) Genetic relationships (Genealogy)
2) Family relationships (Family History)
I make this distinction because in true "genealogy" we are only interested in genetics, while "family history" records all family relationships, and as we know "family can be messy".
In genealogy we would create only connections between the individual and their genetic family members, while in "family history" we will make connections between all relationships. NOTE: Nothing stops you from doing both at the same time but this will cause some inconsistent behavior in reports.
I've have to run off to a meeting for my museum in a few minutes, but I'll get back to this in a few hours.
Think about what is most important to you when you want to run a report.
But off the top of my head I would NOT use a single SURN to report both Paul A and Paul C. I would create two NAME tags.

Where possible, webtrees will show all parents.
But where we can only show one set of parents (e.g. pedigree charts, fan chart, etc.), webtrees will use the *first* family.
You can change the order of parents by visiting the page of "Paul A", and choosing: Edit -> Re-order families
Put your prefered family first.

If I was only showing the genealogy of an individual I would order the birth family first, on the other hand if I was doing a "surname study" I would order the adopted family first. These can be swapped but as I said this is a live application that if you were to change the order for yourself others would see that order as well in the charts they are viewing which may not be to their liking!
Also remember that in the charts the primary name is the first NAME in the GEDCOM, therefore changing the order of the family relationship will still show the primary name of the individual, which may not coincide with the family relationships.
As far as the names, I would do this in the GEDCOM. The order of these names is important to set the "primary name".

webtrees should pick up the surname in the NAME tag without a SURN tag.

But your GEDCOM code is not correct. In the last line of "0 @X27972@ INDI" - the line "1 FAMC @X27975@" - there should be the line "2 PEDI ADOPTED" added. If this is corrected you will see in the diagram above that the arrow showing the adoption relation will change its color (if you check that option in GVExport).

I have
with IND:ADOPT:PEDI in RED
GVExport shows Genetic and Adoption families clearly
But if I use this module for other people in my tree, I get the following strange results
this module cannot be implemented for me because it surely works for small trees

Then you have a link from your adopted person to the family that adopts him. This link is formulated in the line "1 FAMC @X27975@" and there is a need for a second line "2 PEDI ADOPTED". But better than editing raw GEDCOM, you should be familiar with how to add an adoption using the GUI of webtrees.
Your GVExport diagram looks very strange. It works for me perfectly for very large numbers of persons and families (at least several hundreds). Maybe give it a second try.this module cannot be implemented for me because it surely works for small trees
