Question forbid/disallow url media names that arent ark

more and registers and documents are available with ark permalink.
When available i choose and ask members to prefer those ark links versus downloaded and then uploaded images available somewhere on a server with a rather "stable" access.
Would it be possible for me to forbid / disallow media url without the word ark: in it ?

To complete/illustrate a source for a birth/baptism/death or burial, we mostly add a media with a certificate, right ?

This certificate/act  can be a scanned image or an image downloaded from a digitalised register (most registers from 17th up to 20th century are freely available on state or region websites in France or Belgium (regions we mostly work on). They are available on Family Search as well. Numeric versions of those certificates can be downloaded from there and then uploaded on our webtrees website and linked to indis or families.

Each time a permalink (a permanent link, link with the word ark: in it) is available for a certificate, we prefer to use this link rather then download the image and upload it .
Some example are:

as you surely know ARK links are weblinks which are meant to be permanent even if websites change, meant for archive documents.

I do not want members to add weblinked medias which are going to be dead links within a few week/monthes/years, i prefer them to upload files for such medias.
But when a permalink; arklink is available, i prefer them to link this media as webtrees makes it possible (see screenshot from original post).
So, i'd like to make it impossible to add à weblinked media with an address/link which does not contain the word ark:

i understand this is a specific/personal need but if ever one knows where in the code of which script i could do this ...

i think there's no need i explain this in french (my mothertongue) i couldn't make it better i just did

ps: we also choose to link rather than download/upload for ecologic matters, do not laugh at me please.

ark stands for Archival Resource Keys
"ARKs are open, mainstream, non-paywalled, decentralized persistent identifiers that you can start creating in under 48 hours. They identify anything digital, physical, or abstract"
ARK links are useful for permanent addresses for registers, certificates / acts and so one. They are available for any archive document stored by most archives in France and by  familysearch
informations are to be found on en.wikipedia.org/wiki/Archival_Resource_Key or arks.org/

Instead of downloading digital documents stored this way and uploading them with webtrees to document sources, it's possible to add a link to them, that's what we usually do.

module you prepared to restrict url names to those containing 'ark:' for media is now active and working perfectly well.
