The ability to sign a html block as header block (a top block)
The ability to naming the blocks. If I have alot of html blocks in different languages it is not easy to see which block to delete/edit

Standard with html blocks - they just have left and right positions. And they pad in their space. But I can not have one "header block" which fill out in the top pos and also pad in its place

You did not explain your goal (I do not understand). What is your starting point?
Do you talk about a html-block on customizing the "tree page" or the "my page", where you can enter arbitrary html-code?
if so, show us your (simplified) html code (button "source") and what you want to achive.
ps: perhaps a table is a simple solution.

As I understand she wants a block to be configured to take the whole width instead of designated being left or right.
Compare her screenshot with homepage of my site:

I've just put it on the left because that is wider. No issue for me, but the request for change is fair.

And what are left blocks? I have never seen. I saw a so called html-block on the left side of the window and I saw another one on the right side of the window, but they had nothing to do with each other. ...

Blocks are currently positioned into two columns. If only one column is used, it fills the entire width of the page.
It should be straightforward to add full-width blocks that go above/below the existing left/right blocks.
If you want to create an issue on github, I'll take a look.
