Ok, on this hosting working and was my mistake due copy. On others not working.

Problem solved when I installed again in english version, when other then not working.
1st time I used Spain.

What language setting do you mean?

Imho for installation there is none.

In begin of installation exist option to select language.
For me not working spanish with pretty url.
Not sure why. Maybe due utf8mb3_general_ci ..not sure ..was utf8mb3_spanish then word árbol (Arbol - first a with "'") or space in htaccess. Still analyzing what was problem, but I think.
I fight with this from november and decided reinstall.. now working all.
I'm sorry for troubles.

AfaIk you should not enable pretty urls before first installation steps are done, meaning do not copy the ini-file from an other installtion with enabled pretty url let be active.

The entered language there, will not change anything.
