Bottom line for me is I'll have to find another means to accomplish my objective. It's especially important to me for events such as birth, marriage and death to be able to see the publication (PUBL) on the individual's record. And, if webtrees doesn't allow then I have little choice. (I say webtrees doesn't allow as I was able to do it in kiwitrees. Of note, many records did not originate from and I don't recall such problem before.)

And to be clear, the PUBL is not on the Individual's "Record" nor is it displayed on the Individual's "Page" in webtrees v2.1, but can be seen by linking to the Source_Record where it is stored and displayed. It has been a long time since I used webtrees v1.7 but that version did display the Publication where you want it! However, Since the Publication tag can be very long (multiple lines) in GEDCOM it does not make sense to display that information in the limited space of the FACT display. In webtrees v1.7 the tag did not have the ability to be more than I line long on the data entry screen and the display of the PUBL tag was not done correctly. This problem was corrected in a future release (I don't recall which one).Bottom line for me is I'll have to find another means to accomplish my objective. We have two separate entities.
1) a source.
2) a citation from that source.
A source can contain lots of information such as notes, media objects, publication information (PUBL), etc.
Whenever we show a source-citation, we *could* show all these extra details.
But webtrees doesn't do this. You need to view the source to see them.
Several times (including earlier this year), I have asked the webtrees community whether this is the behaviour they want/expect.
The answer has always been yes. Details of the source would be repetitive/unnecessary if added to every source citation.
For example, for a census you might add a copy of a leaflet mailed to all citizens reminding them of their obligation to complete the census. You wouldn't want this shown on every census record.
Looking at the example in your first post, I think your source should probably look like this
0 @S1@
1 TITL The New York Times
1 ABBR NYT
1 PUBL The NYT is published in New York by the New York Times Company, which is controlled by the Sulzberger Family
...
1 EVEN
2 SOUR @S1@
3 PAGE Date: 11 Nov 2023, Page: 5, Column: 3, Article: "John Doe does something amazing"
3 DATA
4 TEXT ...transcript of the article...
GEDCOM does not allow source-citations to be re-used. So you would need to copy/paste this citation for each fact/event.
However, you'd probably only include the relevant part of the transcript in each fact. e.g. you might just quote the sentence/fragment "John Doe, 56, of Smallville Dakota" when sourcing BIRT and RESI.

you've confirmed that there was a conscience decision to change the Source appearance (on an invidual's record) in webrees, as I suspected. I have made decision of how I'm going to handle the situation as it's not acceptable to me to click on the source every time. too time consuming if nothing else. I lost users long ago when they didn't know to click on things for more detail. I'm already bracing for having to explain "My Page" as a barrier (to them) from directly going to their record.
It's hard switching over so I need to adapt as I can. Your help is appreciated so I don't go too far astray.

In the latest version of the Repository Hierarchy module, I changed the settings regarding source facts in citations. It is now possible to select each of the source facts individually.
For text, you might also want to keep the fact and do NOT choose it for "Automatically expand". In this case, a collapsed view of the text is shown and the full text is only visible if it is expanded.

Curious - in the Source/Source citation image, the text begins beside the label, except for "text" where it begins on next line. (All themes). Reason?
