Fatal Error after upgrade to version 2.1.17 was created by Klugesherz

After upgrade to version 2.1.17 i got following
(from 2.1.16 --> 2.1.17)

Code:

Also Control Panel is no more accessible, and provide the same issue

If you did a manual upgrade, you did not copy all files.
If you did an auto upgrade, the upgrade is not run complete.
So:
do a manual installation (upgrade) (by simply extracting the downloaded zip and copy the files to your site).

I've done an Auto Upgrade.
This means that something was going wrong during the upgrade process.

We should understand the Rootcause before.

I have extracted the downloaded zip files and copied it to my site
--> After that all was working again..
Nevertheless I should not be the only one phasing this issue
