Placement of text versus the icon of menu items can differ per theme. Some themes show text only (theme FAB) others only icons (theme Clouds) some can do differeny with screen size, desktop or mobile.
Beware that mobile phone browsers won't show nicely that wide menu.

@Franz the illustration comes from a web hosting panel, I see a Wordpress icon.

"How" is with css instructions in the css/javascript module to change behaviour of some styling classes.
Exact instructions can be given if we know which theme your site uses.

the Primer theme and the Argon light theme

So my question is still open:
Did you show us a link to your site? No

You show us a screen of a wordpress menu:
the illustration comes from a web hosting panel, I see a Wordpress icon.
as Bert stated.
This is not a site for Wordpress support!

If that should only be an example, the answer is: select and install one of the numerous themes (may be be a custom module) for webtrees or develop your own theme. But that is for sure nothing a beginner with webtrees should do first and without website desgn knowledge.

To answer the question:

How to put the menu text labels besides the icons instead of underneath

Use this addition in the head section of the CSS and JS module:

You then get this effect in the standard webtrees theme:

NB: the required additional CSS might be different for other themes.
