I'm having trouble seeing how this option in Control Panel works.
It states:
If a media object is linked to an individual, when it should be linked to a fact or event, then you can move it to the correct location.
But I can't see how to do that. I've tried drag and drop but that seems to do nothing.
I'm having trouble getting my head around the files/objects concept too. If I try to create another media object with the same file it is not listed in the file on server dropdown list. (would be nice if this had directory choice, search etc.
Can I only create one object with a file on the server and then it is removed from the list of files?
Very confusing for my ancient brain!

Hint: don't use the Control Panel for this. In my opinion that's a needlessly convoluted workflow. Regular (non-admin) editors don't even have access to that, and should be able to get the job done nonetheless.

To briefly explain the concept: a Media Object is a GEDCOM record which holds a link to a physical file (on your server) and also contains metadata such as a title, notes and a description. From other places in your tree (individuals, families, sources, facts & events) you can make a link (or several links) to such a media object and thus show the picture.

Say you have a good portrait photo of someone in your tree. Navigate to that person. Below the generic male/female cartouche placeholder there is a link "Add media object". Click that. The page has a plus sign with a text field next to it. If you enter text in that text field, webtrees will search for an existing media object with a matching title. I only add portraits of single persons, so I know it's not there yet, so forget about that text field for now.

The plus sign is what you need in order to add a new picture. If you click on the plus, you get a dialog to specify where the picture is (usually not yet on the server but on your own computer) what title it should have, the type, notes, etcetera. These are all attributes of the Media Object which will be created. Because you did that from the Individual's page, these will be linked and the photo will be the portrait of that person instead of the generic male/female cartouche placeholder.

Another use case is you have a scan of a document, which is evidence of an event. While editing any event you can again refer to a Media Object. Use the plus sign to create a new one, or type part of the title in the text field next to it to fetch an existing Media Object. If that scan is evidence of several events, then remember what the title was, and type that in the text field wherever you want to link to it. With the menu Lists - Media Objects you can see what's already there and search for the picture you need.

You can also consider creating a Source record, and link to the Media Object either as part of the Source Citation, or put it in the source itself. There are countless possibilities.

Now about the text you quoted:

I read that as "don't worry, it can be fixed", not as an instruction. On the tab "Media" of an individual you can see the media objects linked to that person. The icon with the red X will not remove the Media Object, but will only unlink it. So you can still create a link to that picture from an event or wherever. I think that's what it meant to say.

Thanks Bertkoor for taking so much trouble to help me here. I really do appreciate it. I'm trying to fully understand it myself so that I can coach others in the future.

I think I've got it now - so helpful! I'm adding FAQ's so I'll certainly write the instructions up for others using the site. What got me confused was simply that I didn't realise that I could write in the field next to the + button!

The only thing I didn't find was a add media option under the placeholder icon - it's not showing on my version. But one can click on the person edit button and it can be found there.

As I mentioned above, the real issue was that I didn't realise that the empty field next to the plus sign could be used to find the object. Bertkoor's explanation managed to get it into my thick skull.
By the way, I have though of translating the Handbook into English. In English it just lands on some extinct page. Is it possible to add a location for the handbook? What do you think?

The link in the Menu Manual module in English goes to richard-underwood.com/product/webtrees-manual/
And that is a 404 page. So if one was to build an English handbook (assuming the one from Richard Underwood is no longer available) then it would require a change to the link in the module.

you did not see, that " Handbuch " is a link. This link goes to a wiki.genealogy.net site in german language and there the part handling media objects..

Yes, I just discovered that the ebook version also was available and downloaded it. It's very comprehensive but can take a time until you find what you want. Might be too much for basic users.
I need to make more use of the handbook in future-
