I would remove "New Topic" from the head-tabs: it is (already) shown at category level. The head-tabs get clearer.

I don't see any "New Topic" in the Category list, perhaps a screen shot?

I would not have removed "New Topic" at the category level.
The first advantage is, that you save one click (to select category).
The second advantage is, that I feel the heading (dark gray background) is overcrowded (so one tab heading less to decide).
