Correct, you cannot enforce that. And why would you? You don't ever have to look there.
And technically it does no harm at all (on modern servers) to put thousands of files in a single directory.

That's what you said before and I respect your point of view.
I have had my own experiences with users. Maybe you can try to accept that, too.
