There are two "last chage dates".
1) the date when the change was made
2) the last-change date stored in the GEDCOM file.
These can be different. When you make edits, you can choose not to update the GEDCOM change date.
We search for recent changes using (1).
We sort them using (2).
So, this will explain dates older than 7 days.
But it does not explain the sorting.
I cannot reproduce this - it works OK for me.
Create a new issue at github.com/fisharebest/webtrees/issues
