Yes, the icons in the menu bar are small images indeed.
Still your query is not clear to me. I understand the words themselves, but I'm lost at their meaning. I could guess, but rather not.

That was true in webtrees 1.7.
But since webtrees 2.0, the menu icons are all separate files.
(But they are "inlined" into the CSS file, for performance.)
